Microsoft Team Virtual Team Meeting
Meeting was called to order at 9:10 a.m by Chair Dianne McKinley and
Washington Recreation Conservation Office (RCO) grant administrator, Butch
Lovelace (on teams). Board members present included Commissioner and
Treasurer, Katie Leid, Commissioner and Public Records administrator, Lisa
Naylor, Commissioner Ted Lowe, Friends of the Pool Chair, Fred Crowe and
contract grant writer, Elsa Watson.
Parks are the focus for the RCO. WWRP

- Youth Athletic Facilities (YAF; best fit for our pool)
He explained there is a Westside Swimming Consortium. An organization of
westside pools who exchange ideas from all over WA State to fund and maintain
pools, including rural facilities. Butch will contact Dianne when he connects with
the consortium group.
Elsa asked about required reviews; SEPA (State Environmental Policy Act and
NEPA (National Environmental Policy Act). These are NOT necessary for this
project.
Cultural Resources will be necessary and a review of the historical component is
required. Any project disturbing land 50 years or older will require review from
the Department of Tribes and Archaeology and local CTUIR, Confederated
Tribes of the Umatilla Indian Reservation.
Butch recommends applying for YAC and Department of Commerce funds
concurrently. These will require a 10% match of non-state, non-federal dollars.
Match may be from local fundraisers and encourage donations, Port of
Columbia?
10% of match for a $500,000 request ($50,000) must come from the Pool
District.
Applications are open 2/11/26. He recommends reviewing past applications. i.e.
White Salmon, WA pool project.

He also recommends confirming the control and tenure of the pool property. We
are working on a simple lease with Kim Boggs for $1/99 year lease of the
property.

Staff does not score or weigh in on evaluation, selection or merits of application.
Successful applications address the evaluation criteria, align answers to the evaluation,
avoid long, flowery prose and are succinct.
Some parties receive awards near the cut-off line, but generally projects get awarded.
“Shovel-ready” projects and due diligence are preferred. Be ready to meet with
contractors and consultants. Have an idea of “rough” schedules.
Aim to start in spring 2028. NOT the fall of 2027.

Eligible for Reduced Match – the County is NOT eligible for reduced match, HOWEVER
the City of Dayton IS eligible.
The RCO will interpret the specific project geographically and clarify.
