Items of Business
Will Hutchens, Columbia County Auditor swore in Dianne McKinley, Lisa Naylor, Terri Hessler and Ted Lowe to their elected positions as Columba County Parks and Recreation Pool District Board of Commissioners. Katie Leid will make an appointment with Will Hutchens to take her oath of office.
Election vote results: Term of service: RCW 36.60.070
Dianne McKinley 937 votes 4 year term 2027 ballot
Katie Leid 951 votes 4 year term 2027 ballot
Ted Lowe 948 votes 4 year term 2027 ballot
Lisa Naylor 930 votes 2 year term 2025 ballot
Terri Hessler 839 votes 2 year term 2025 ballot
Elect Board Officers Chair, Treasurer, Secretary, Public Records Officer.
● Dianne McKinley was nominated Chair, moved and seconded. Dianne (Chair) led the remainder of the public meeting.
● Katie Leid recommended for Treasurer.
● Secretary/Public Records Officer – Lisa Naylor, Nominated and seconded.
Dianne will ask Columbia County to use their website for meeting minutes, policies, procedures.
Public Comment (3 minutes per person)
Chuck Belany, Dayton
He is in contact with Mary Dye, Washington State Representative, 9th District
He was contacted by Dan Culley who has volunteered to help build the pool site
He has contacts with Tukwila Metropolitan Parks & Recreation. The organization knows the best pool builder in the State in Ellensburg, WA.
Establish regular time/date and location
Regular meeting dates last Thursday of each month at 5 pm at the Columbia County Fire District Office 1
Notices will be posted on the Columbia County Commissioner website, posted in the Dayton US Postal Office.
Mission Statement and Vision Statement
Dianne asked for feedback to the statements we created in previous years and be prepared to discuss at next Thursday’s (1/25/24) meeting.
Board Details need to be addresses and formulated. It was suggested to review the City of Garfield, Bainbridge Island and Prescott Parks & Recreation Districts for copies of their organizing and operating documents, including, but not limited to:
- Bylaws
- Policy and Procedure
- Public Records Policy
All Board members participated in the required Assistant Attorney General training for Open Public Meetings Act (OPMA) and Public Records Act (PRA) on January 11, 2024 at the Columbia County Fire District 3 Office.
It was also suggested Board members secure and review the 2018 City of Dayton Assessment for the Dayton Pool.
-We will need Board Insurance and legal representation and a municipal corporate lawyer to represent us. Pro bono to start. This was suggested by County Prosecutor Dale Slack.
We all need to become familiar with the “framework” and how we can move forward.
Dianne will make available the Schemata drawings for the former pool reconstruction effort. Board members are encouraged to the MSRC website and consider a template to share for policies, bylaws, etc.
Next meeting is our REGULAR meeting for the Columbia County Parks & Recreation Pool District Board of Commissioners on 1/25/24 at 5 pm at standard meeting place, Columbia County Fire District 3 Office.
Get with Deb Hays for a copy of an MOU (Memorandum of Understanding), regarding land at the pool site. We need to determine who is responsible for maintaining the parking lot and park vegetation and discuss deliverables. City of Dayton does not want to be involved with the community pool going forward.
Bob Yost has original plans for the Dayton City pool.
Dianne received information for a legislative grant – submit details for funding by 1/26/24. It will be a year from now to submit a proposal for Capitol Budget consideration.
Get in touch with local legislators. Consider asking Schemata for a review or cost estimate update; what we can expect.
