Chair Dianne McKinley called Pool District Meeting to order at 5:03 pm.  All Board members present.  Quorum existed.  

Approve Minutes.  Terri and Ted (moved, seconded) and the Board approved the minutes of the Special Meeting 1/18/24. 

Special guest:  Dale Slack, attending pro bono

Elect Treasurer – Katie Leid

Ted and Terri seconded.  Approved.

Mission/Vision Statement

Whitman County Park & Recreation District #2:  Board Rules and Policies for the City of Garfield looks good in Dale’s opinion.  

A term of Art (WACs RCW, Constitution) must tier to these Washington statutes.  We are a public entity.  A municipal corporation.  Dale recommends we “beg, borrow and steal anything that’s been done before.”

The enabling statute is – we are a Parks & Recreation Pool District under 36.69 RCW.

The Whitman Co. example needs re-write for our purpose.  Incorporation is an action directly for a private entity.  We are a municipal corporation; not t private entity.  

We are a political subdivision of Columbia County (a political organization that exists entirely within Columbia County). The citizens of the City of Dayton can vote on a special levy.  The City of Dayton needs pass a resolution to include its residents (Quinn Plante, City of Dayton attorney).

Whitman Co. can be a major source of guidance – Constitution set in “stone.”

We should plan to review our Rules and Procedures annually.

Our guiding document should be flexible, but have strong sideboards for the future.

Ask other regional pools for advice on the “worst-case scenario.”

Purpose – Include the Vision Statement becomes preamble in the Board Rules & Policies

Consider electronic meetings by ZOOM.   New Business for Feb. 29, 2024.  

PDC – For each individual and for the group (Board) as a whole.  Need to set up a PO Box.

Secure Access Washington password.   Get going on the PDC individual reporting.  

PDC for the Board itself – Dianne will look into a PO box.  We can pay aid for the box by a donation from Board members. 

County bill for Nov. 7, 2023 Parks & Recreation Pool District portion of election is $8751.67.  YIKES!

Information for next election information for candidates from the Columbia County Auditor was briefly discussed – Dianne has shared the hard copies with the Secretary for retention.

NEED PDC Reports ASAP.  Per individual (annually) and for the election.  Even if no money is spent, the Board must still report.

Business is done by the Board Commissioners, agreed to by the Board.  Friends of the Pool is the Board’s arm for fundraising.  We want to resurrect the non-profit to augment monies for the pool projects.  We can’t use the position of the Board to raise funds for non-profit, Friends of the Pool.  

We are looking for younger parents/families and swim team folks to step up and help with fundraising, and Pool District management.

Mission/Vision Statement.  As a Board, we need to work on this.

To improve community health, wellness and fitness by supporting the construction, maintenance and operation of a swimming pool for leisure and enjoyment of all.

Check with PDC if a Post Office box is acceptable.  What does Garfield do?  Ask Cande H. what they do.  We can use the pool’s physical address, but use the PO box for our mailing address.

Katie moves to get a PO box, seconded by Lisa, all those in favor; motion carries. 

Consider meeting by ZOOM, for Feb. 29, 2024 Pool District Board Meeting.

Review School Board meeting minutes and call Susan Taske, administration office secretary for examples of meeting minute format.

Move adjourn meeting Ted, Terri and approved by all at 6:41 pm.
