Columbia County Fire District 3 Conference Room


Attending:  Dianne McKinley, Ted Lowe, Katie Leid.  Absent:  Lisa Naylor, Terri Hessler


Dianne called the meeting to order at 5:00 p.m.  Katie will act as secretary for the meeting.


Consent Agenda:


Ted moved and Katie seconded that the minutes from the January 25, 2024 be approved.  Motion carried.


The Mission/Vision Statements were discussed.  Katie moved and Ted seconded to select Draft 2 of the vision statement.  Motion carried.  Dianne read Resolution 2024-01 which established the Mission and Vision of Columbia County Parks & Recreation Pool District.


The Draft Board Rules & Policies were reviewed and discussed.  Katie moved and Ted seconded that Dianne will make changes and send them out to the commissioners for the March 28, 2024 meeting for final approval.  Motion carried.


The Commission has a U.S. Post Office Box, #154.  Dianne and Lisa will keep the keys.  Dianne paid the $132/year fee and agreed to be reimbursed when the Commission has sufficient funds.


There was no public comment


New Business:


Liability Insurance for officers was discussed.  Dianne will continue to look into this and report at the regular March meeting.


Katie agreed to be the board contact for the Office of the Washington State Auditor.


There was discussion around RCW 39.50 Short Term Obligations.  The board will get legal advisement before moving forward.


Dianne and perhaps one other board member will meet with Ryan Paulson, City of Dayton, to discuss a MOU (memorandum of Understanding) about the current pool area, how the property is being taken care of, and how our Commission is willing to work with the City financially.  Date and time to be determined.


Discussion was held on the Procedure/Develop/Community Pool Plan.  Dianne talked about the Friends of the Pool brainstorming meeting which was held earlier at the Dayton Elementary School multipurpose room.  Lisa and Ted attended this meeting.  It was suggested that the Commission hold another informational/fact gathering meeting on April 18, 2024 from 6:00 to 7:30 p.m. in the multi-purpose room. We discussed advertising for this important meeting as well as how to reach more people using social media.  This item will be discussed further at the March meeting.


Ted talked about his meeting with Lisa Patrick, a former Parks & Recreation member.  She suggested that Ted meet with Larry Fetter, Parks & Rec professional consultant, who had recently worked with the Parks and Recreation Board of Chewelah.  Larry will share information with Ted who  will present his findings at the March meeting.

The meeting was adjourned at 6:13 p.m.
