Meeting called to order at 5:02 p.m. by Chair Dianne McKinley. All Board Members attending.

Katie added two minor changes from 7/31/25 minutes.
Ted moved, Terri seconded. All approved the minutes of 7/31/25.
Elisa – Hoping to find and prepare funding opportunities for pool
She shared Dayton Pool Project list of opportunities. Katie also prepared notes from a meeting she had with Fred Crowe, FortP and Elsa Watson. These are attached below.

Could we coordinate with Waistburg? Need to decide a rendering, who we’ll focus on for funding.
Direct appropriation – What’s needed? What could be a heavy lift
Legislative Grant:
Legislative sponsors; House/Senate, approval of fiscal sponsor (FotP)
Ask representatives who would the request be best from?
What qualifications does the applicant need? 501 c(3)
Joint operating agreement with FotP and Pool District
May need an MOU between Columbia Community Network, FotP and CCPRPD
working together to raise funds for the pool….KISS!
All funds will flow through the Pool District. Pool District pays everything.
Application supported by several groups.
Youth Recreation Facilities – more in-depth discussion requesting funds needed.

Break effort into phases; i.e. site prep; Adam Schmidtgall, P.E. with AndersonPerry, in Walla Walla or Kyle at Kyle’s Towing
Is the number big enough to request appropriate dollars?
Get on the top of the WA State reps list for legislative funding; engage legislative assistant contacts.
We want to be THEIR priority.
Any State money: Be aware WA State will take 3% for administrative costs. We need to make payments, vouchers, etc. and assurances of proper payments.
How do we pay Elsa? $100/hour. Bill monthly. Hired by the Pool District. She would be a contractor. Who is her boss? Dianne, Chair. New Chair takes office in January. CCPRPD, P.O. Box 154, Dayton, WA 99328
Board approves voucher, Katie submits and ensures payment.
We need to approve as a Board to “hire” Elsa.
Appropriation application 3-5 hours
Youth Recreational, Building Communities grants are far more involved (time to prepare request)
Motion to authorize Dianne to hire Elsa and consult with Kim to contract her for capital campaign grant writing for pool. Elsa Watson, grant writer, Bellwether Group. M,s,a Approved by all!
Revenue built up for reimbursement, match dollars, earnest money/revolving state funding is on a reimbursement basis. Up front money right away.
Move to pay Dianne’s bill of $9.41. m,s,a by all
Can we do phases? The “hole” needs to be addressed.

WMS rendering total cost $4,436.20 for the initial phase by Lyle Smith.
Ted moved to accept the rendering cost, Katie 2nds, approved.
CCPRPD will pay for the WMS work. Due by mid-September. Meet Me At The Pool flyers for the County Fair.
Webpage: Can’t find Cole Massey. Webpage is not working.
Ted will try and locate him.
Fair Booth: Lisa provide Kettle Falls posters. Terri is putting the Pool info together. Levy material; it will NOT INCREASE taxes.
Check with Fred re: donations and Friends of the Pool
Dianne considering a local Town Hall for the Pool. May be more effective as part of the Candidate’s forum in October.

A duck derby is a GREAT IDEA! Alumni weekend in 2026. WCD Abbe Grende, Chair, can offer assistance and ideas. WCD has does a duck derby every year since 2013.
