Regular Board Meeting Thursday, February 27, 2024 Fire District 3 Office
Meeting called to order at 5 pm by Chair Dianne McKinley. Members Katie Leid, Terri Hessler, Ted Lowe and Lisa Naylor attending. Cole Massey, guest and Fred Crow, Friends of the Pool also attended.

Friends of the Pool - Fred. Previous meeting not held since access to Delany Bldg was unavailable.
YMCA working with Karen Hedine for our staffing lifeguards, school kids, etc. Jeremy, Dayton Superintendent offered to help. Grades may be offered to get a class THIS school year (Y has $'s to cover the first year). Fred is working on a 3-year program. Fred describes another funding opportunity: 100 Women Who Care - Walla Walla Women. Selection based on a simple grant to be worked on...
Guest: Cole Massey, web designer for pool. Invoice videography, photos as construction moves forward, social media strategy. Boe Stevenson will create a logo for free. He strives to be as contemporary as possible. Better on Instagram than Facebook. What are we calling the pool? He'll designate a URL. A monthly cost for the website to be live, estimated $20/month for personal or business. Consider getting an Google voice mail. Get an email (.gmail) to facilitate folks contact us. Motion to pay Cole $1,500 to begin web design and page from Friends of the Pool until CCP&RPD repay FotP. Katie moves to accept Cole Massey's willingness to create web services (invoice) for as presented for $1,500.00. Ted seconded, all in favor. Katie summarily withdraws this motion.
A second motion, by Ted, CCP&RPD will use the normal repayment (warrant) process plan through the County. Terri seconds motion. Motion carries.
Cole will create the Google .gmail phone number for the Pool facility name.

Motion to pay P.O. an reimburse Dianne, Ted moved, Terri seconded all approved.
Action Item: Invoice USPS P.O. Box for 2025 at a cost of $122/year to P.O. Reimbursement to Dianne McKinley 2024 USPS P.O. Box at her cost of $132/year for one year.

1. Check with Virginia and Cande again, follow the RCWs.
2. Utilize the ranking sheets and get input.
3. Need to prepare for the Geotech contract. 4. Dianne will review the doc with Kim.
5. Next meeting this will be an action item.
Interlocal Agreement - County Public Works - review, Lisa concur with County on Small Works Roster, Article IV.
Clerk/Bookkeeper Job Description - review.
What are we looking for? Prepare a summary for prospective employee. Purchase a laptop, secured and safe for public records.
Create secure storage for public records.
This position will answer directly to the Board Chair.
Terri will prepare press releases for local newspaper (once a month) to keep the community informed on the progress of the Pool District.

Wepage (Cole Massey) - Terri Covered earlier in the meeting.
GeoTech - Dianne will prepare a public notice. Buddinger resubmitted his
proposal. They are not at prevailing wage rates due to services they provide. No one else has requested bids.
Grants:
2025 Legislative Request: Feb. 21, 2025. Decision in late March. Innovia - Lowe's Hometown. Dianne contacts them weekly
National Fitness Program. We don't match for a "court." This is not a possibility for a funding request.
。 May consider Bezo's ex-wife (Mackenzie) for a donation for the pool. 。 Mary Dye is working with Puget Sound Energy at the State level in
Olympia.
