Columbia County Pool District January 30 Board Meeting

January 30, 2025 

Fire District 3 Office 

Dianne McKinley opened the meeting at 5 pm. Terri, Ted, Katie, Lisa attended. Ted moved and Lisa seconded and the group approved the minutes of the January 16 meeting. 

No Public Comment. 

Fred Crowe reports for Friends of the Pool. Fred reported on the Innovia grant. The CCPRPD received a $5,000 donation from the FotP to supplement expenses incurred and to use as need arises. Quincy Boggs will be joining the FotP team. FotP meetings will be in the evening to accommodate her schedule. Valley Giving Guide (>$7700.00) for our first-year effort with Blue Mountain Community Foundation! Yea! Fred suggests a presentation to the School Board to gain support, buy-in. 

Business 

Accounts payable: 

November 2023 Election bill $8752.50 

November 2024 Election bill $6,270.46 

Election costs will be paid with Excess Levy taxation funds 

P.O. Box (154) 2024 $132.00 to be reimbursed to Dianne McKinley 2025 PO Box Fee $122.00 

PO Box fees will be paid with funds received by Friends of the Pool. Kim Boggs, legal representative 2025 first quarter retainer fee $750 Retainer fees paid with FofP funds 

Filing Information - Dianne provided Lisa and Terri with 2025 filling information as their position will be open for re-election 

Purchasing & Surplus Property Policy - Resolution 2024-05 

This policy establishes the guideline and defines policies and procedures for purchasing supplies and materials and to define the process for surplus property disposal. 

Policy states that the CCPRPD has established an Interlocal Agreement with Columbia County to jointly use the county's small works roster and professional roster. This process has not been completed. Lisa will contact the county to request the development of an Interlocal Agreement for the use of Small Works and Professional Rosters. 

Procurement and Public Works Policy - 

To comply with RCW's regarding contractual services a draft policy was presented to the board of commissioners for review and discussion. 

Develop RFP/SOQ Ranking Format 

Clerk/Bookkeeper Job Description - To be paid for with Excess Levy Tax Funds Proposed budget allocated $26,000 for a contractual Clerk/Bookkeeper position at 20 hours per week at $30.00 per hour. The board discussed the scope of work; secretarial duties, meeting minutes, (coordinate with chairman meeting agenda packets) public record keeping, website maintenance, bookkeeping duties directed by board commissioner representative and County Treasurer. Ted will develop a draft job description and send it to board members before the next meeting. 

Interlocal Agreement - A draft Interlocal Agreement was developed in coordination with the City of Dayton and the CCPRPD. A City Council Work Session will be held February 4, 2025, at 3:00 pm to review the Interlocal Agreement. Dianne will attend the work session. The CCPRPD board of commissioners reviewed the draft and request Dianne to ask for clarification on: When does CCPRPD assume financial responsibility for facility 

If termination, who does pool belong to 

City of Dayton obligation to RCO (concern that the RCO obligation the City of Dayton has with RCO it may prevent the CCPRPD from applying for RCO grants) Why is the roundabout included in designated area 

Property Tax 

Webpage - Terri will spearhead this project. Terri has made contact with Cole Massey. His estimated cost is $1,000 - $1,500. Cole will submit a proposal for review at our next meeting.

Pool Information 

Geotechnical Exploration and Analysis - This is considered a professional A & E Service and must comply with RCW's. A Request for Bid will need to be published. Dianne will draft REP and submit to newspaper. 

2025 Legislative Request: February 21, 2025. The CCPRPD will submit a request for funds. Dianne is working with Mary Dye on the process and dollar amount to be requested. 

RCO application window is open in 2026. 

2025 Sherwood Grant meeting: Ted and Dianne met with Brian Hunt to discuss CCPRPD needs and possible proposal scope. Both Ted and Dianne feel it would be more advantageous to apply for Sherwood Funds in 2026.
