Columbia County Pool District December Work Session Meeting January 16, 2025 

Fire District 3 Fire Station 

Dianne McKinley opened the meeting at 5 pm. Call to order at 5 p.m. All Board members present. Fred Crowe attending representing Friends of the Pool. 

Agenda update: Adding discussion on Innovia grant 

Fred updated work on grant to date. Money requested for training local students, people to staff pool operations and assist with local (Prescott, others) pools. 

Valley Giving Guide collected over $7,000 for Dayton Friends of the Pool facilitated by Blue Mountain Community Foundation. 

Consent Agenda 

Interlocal agreement (area encompassed inside the red area) 

-example from Tacoma to use as a template. Schematic outlined in red is the area considered for maintenance with the City of Dayton. -City will maintain grass around the pool area. 

-Dayton Parks & Rec will work with CCP&RPD in the future. -City wants to convert tennis court to a splash pad. 

-FEMA reviewed plan for pool area and its within 500 year flood plain. -CCP&RPD can move forward with previous reports and flood plain determination as per FEMA. 

-Check to ensure the myrtha pool can withstand soil/flood movement. 

Dianne edited the CCP&RPD and City of Dayton Interlocal Agreement. Reference seven-page document. We will lease the property, not transfer ownership. 

We reviewed and Lisa volunteered to draft the Interlocal Agreement. THIS WEEKEND! 

Budinger contract - notes from Kim - later. Have we followed the competitive bidding process for hiring the geotechnical engineer? We did refer to Policy #5. We'll offer a bid position to small works roster. 

2025 Sherwood grant - January 24, 2025 at Moose Creek bakery with Brina Hunt from Sherwood Trust grant. 

2025 Legislative grant; can only ask for 25% of total project cost (as per State Senator Mark Schlosser). Dianne spoke to Mary Dye office. We can only apply for RCO grants in even years (next 2026). Contact for 

RCO Butch Lovelace in Olympia. Youth athletic facilities and wildlife and recreation manual. 

• Employee policy - Dianne sent a job description from Whitman County. Bookkeeper needed and employee handbook. Lisa contact Pauline at Prescott or Doug Venn, Prescott Pool Board. Contact Christie Zinn a Columbia County, or L&I or Cande at City of Garfield. How do we contract, do we need to contract? What do they do? Review job description Dianne provided? Add anything if needed. Maintain the webpage/website. When is the best time to hire a book keeper? Identify what/who we need and move forward. Talk about needs at the late January meeting.

CEDS Meeting rated Pool District #1 for the County. Go team! 

Next agenda (1/30/25): Personnel, website, small works roster for geotechnical engineer. Grant deadlines. Get the legislative working underway for financial request. 

Dianne will contact Jennie. Set date with Ted for Legislative grant.
