Columbia County Parks & Recreation Pool District Monthly Board Meeting 

March 27, 2025 

Fire District #3 Meeting Room 

Meeting called to order at 5:00 p.m. by Chair Dianne McKinley. All Board Members attending. No changes to the agenda. 

Minutes of 2/27/25 approved. Ted, Katie, moved, seconded, approved. 

Accounts payable - Katie. 

Action Item: 20ver Publishing, LLC $86.63 

2/3/25-2/28/25 Start $3903, Total $753, Balance of $5,743.56. No bills were paid. Two were submitted. 

Purchasing & Surplus Property Policy - Lisa 

Lisa needs to confirm with the County an Interlocal Agreement to use (utilize) their Small Works Roster. According to RCW, we only use to one UNTIL the pool is built. Or amend the current policy and use the County's Small Works roster. SOQ prior to RFQ. To "advertise" projects. 

Personnel Policy - development (Lisa will ask Cande from City of Garfield ASAP). 

Financial Management Policy - Draft review. Katie will pursue Court House. 

Credit Card Policy - Draft review. Appropriate upper limit value. 

Procurement and Public Works Policy - action adoption/resolution. Next meeting after coordination with Kim. NOT City of Dayton. I have a final draft copy. 

Ted moves, Terri seconds, All in favor. Unanimously approved. 

Prepare a Resolution 2025-01 and Board will sign. Lisa file the original in Public Records. 

Clerk/Bookkeeper Job Description - action. Clerk Administrative assistant job description Terri moves and Ted seconds. M, S by Ted all approved. 

Interlocal Agreement - City of Dayton 

We need to finalize the City of Dayton Interlocal Agreement to secure insurance and explain Small Works Roster.

Budinger & Associates 

-not responsible for unmarked or mismarked utilities (as other companies). $19,465.00. 

Earth Engineers - Current low bidder at $10,900.00 An RMA Company (?) Cross Reiter - Female owned company. $35,000.00 budget estimate 

April 15, 2025 CCP&RPD Work Session to complete ranking and policies that are prepared to go forward; Personnel and Credit Card. At Fire District #3 meeting room, 5 pm.
